The easiest islands to access from the capital are Neil and Havelock. Small boats leave from Phoenix Bay Harbor four times a week to Havelock, usually stopping at Neil en route. Basic lodging is available in the small settlement close to the jetty.
Havelock, positioned north of Neil, is one of the islands selected by the government to develop into a luxurious tourist hotspot. The coral reefs here are still pristine. Only the northern segment of Havelock has inhabitants. To facilitate navigation, the locations are numbered from one to seven. The boat docks at number one. The areas permitted by this authorization for overnight stays include
South Andaman Island (excluding Jarwa Reserve), Middle Andaman Island (excluding Jarwa Reserve), Little Andaman Island (excluding Jarwa Reserve), Neil Island, Havelock Island, Long Island, Diglipur, Baratang, and Islands in the Mahatma Gandhi Marine National Park (only with permission for overnight stays at Boat, Hobday, Twin, Tarmugli, Malay, and Pluto Islands) and North Passage.
